La République n'a rien conféré à personne. L'UOIF doit à son seul travail sur le terrain la place qu'elle occupe dans la communauté musulmane en France, un travail qui s'est noué au croisement de plusieurs préoccupations : une identité bafouée, un déficit d'intégration, un besoin de repères moraux après une période où de nombreuses valeurs ont été remises en cause.

Les divisions qui ont longtemps existé parmi les partisans d'un islam apaisé, moderne, ouvert, se développant en harmonie avec l'art de vivre dans la République française, leur manque de militantisme, ont eux aussi favorisé la visibilité et l'attrait des fondamentalistes, voire des intégristes.
