Les retombées de la prospérité ne sont pas que politiques et sociales. Elles agissent aussi sur les mentalités à leur tour frappées d'une certaine euphorie. La poussée démographique qui s'exerce alors traduit bien la confiance dans le présent et dans l'avenir, ce qui constitue un élément supplémentaire de pacification.
Alors que dans la plupart des provinces françaises, on observe un ralentissement dans l'accroissement de la population au XVIe siècle, ralentissement qui coïncide avec les crises frumentaires et les périodes d'agitation sociale, en Bretagne l'essor du 16e siècle se poursuit au siècle suivant sans discontinuer.
Vers {{1660}}, cette région compte environ {{1,8 million}} d'habitants ; une quinzaine d'années plus tard près de 2 millions, soit à elle seule quelque {{10 % de la population française}} ! On comprend aisément la prudence et la bienveillance des gouvernements envers l'ancien duché qui peut leur fournir les biens, l'argent et les hommes dont ils ont besoin.
_ Bien sûr, il faut l'assimiler et l'intégrer toujours davantage au royaume. Mais il conviendra de le faire souplement, avec beaucoup de diplomatie. Sans cela ce serait la catastrophe, la rébellion toujours possible de la grande noblesse, aussi influente dans les villes riches que dans les campagnes prospères.
