Au début de la monarchie de Juillet en 1831, le sous-préfet de Quimperlé écrit :

Beaucoup plus tard, à l'heure de la République radicale et anticléricale, {{Combes}}, excédé de l'échec de la francisation sur le long terme, est décidé à en finir : en 1902, il prétend interdire l'idiome honni au catéchisme et à l'église. En vain.
En vérité, plus que la différence linguistique, ce que redoutent les ministères, ce sont les menées régionalistes, voire séparatistes, qui ébranleraient les régimes en place. La France se méfie de la Bretagne dans la mesure où elle lui semble étrangère, surtout quand elle est dirigée par des hommes de gauche qui considèrent l'ancien duché comme un fief politique de droite. Or les Bretons ne peuvent supporter d'être traités comme de dangereux réactionnaires, de redoutables nostalgiques du passé, des pestiférés de l'Ancien Régime.
